Lebanon: Support to Syrian refugees

Project title: Support to Syrian refugee families in Lebanon
Country: Lebanon
Region: El Nabatieh District
Duration: 01.12.2013 - 30.06.2016
Project partner: Solidar Suisse
Donors: Neighbour in Need, Volkshilfe

Project objectives:

In the fifth year of the Syrian crisis the amount of Syrian refugees in Lebanon remains high: According to UNHCR 1,08 million refugees were registered in September 2015 even though the unofficial number is estimated to be at 1,2 million due to unregistered persons. An analysis of UNHCR revealed that 43% of Syrian refugees do not have sufficient resources to cover the purchase of essential goods and services.

In the target district of the project, Nabatieh, the amount of refugees increased within one year until June 2015 at approx. 16% and the newly arrived refugees also face this precarious situation.

1st project phase:

Refugee families are provided warm blankets, heating stoves and fuel. All measures are coordinated an in line with UNHCR.

During summer months other needs are unfolded. They are covered by providing hygiene kits, blankets, mattresses, kitchen ware, dignity kits for women and baby kits.

2nd project phase:

While the first project phase concentrated on the supply of most required items especially for the cold winter months the second phase supports Syrian refugee families at securing essential basics for living. Each month from January to May 2016 refugee families receive a fixed sum which is booked on a personal e-card. LibanPost supplies the cards through e-banking and informs the beneficiaries by text message. From then on the sum can be withdrawn at any LibanPost counter upon provision of an identity card. Thus families are able to purchase self-determined those basic items they most urgently need (food, hygiene items, blankets, clothes, educational and heating material, shelter, etc.).

This approach (so-called Unconditional Cash Assistance) corresponds to latest humanitarian approaches and can be implemented in Lebanon as most refugee families already (have to) live there for a couple of years. Within the last 3 years the local project partner Solidar Suisse experienced the implementation of cash projects positively.
